At
the August 2, 2010 meeting, the City Council authorized the purchase of a LineLazer 5900 paint striper with rider attachment and bead
system for the purpose of painting airport taxiways, markings
and portions of runways.
This
item has been approved for 50% State Grant Funding. The City portion will be paid through Airport
Reserves in the amount of $5,697.50 with the State paying $5,697.50. In order
to increase the budget for this grant funding, an amendment to the 2010 budget is
necessary. Attached is a proposed budget ordinance.
It
is recommended that the Committee and Council place and pass an ordinance amending the 2010 Annual Budget in the amount
of $11,395 for the purchase of a paint striper for the purpose of painting
airport taxiways, markings and portions of runways and $5,697.50 for the State
grant funding, on first reading.
The
Airport Director reports the Minot International Airport Terminal Upgrade
Project was completed on July 22, 2010.
The project was satisfactorily completed with one change order. The change order was sent to the Federal
Aviation Administration (FAA) in May and will be applied to AIP
Grant #3-38-0037-039-2009 with 95 percent funding and a 2.5% state and local
match. Construction was performed in
accordance with the plans and specifications, approved change orders, and terms
of the contract. Final payment will be with project closeout at a later date.
Fiscal Impact: The total contract amount of $712,560.07 is
applied to the grant with the Federal portion (95%) at $676,932.06 and a State and
Local portion of $17,814.01 each.
It
is recommended that the Committee and Council approve the Final Review and
Acceptance for the Airport Terminal Upgrade Project and authorize the Mayor to
sign the documents on the City’s behalf.
The
Airport Director received a letter from ARM Parking, Inc. requesting the removal
of the sixteen (16) parking meters located in front of the Airport Terminal
Building. City staff supports this request.
According
to records, the airport parking meters were installed in 1993, shortly after
the completion of the terminal building and roadway. In 1994, ARM Parking purchased the parking
meters from the City and also took over the maintenance responsibility of the
meters.
The
removal of the parking meters will provide the following:
Fiscal Impact: No fiscal impact to airport.
It
is recommended that the Committee and the Council authorize ARM Parking, Inc to
remove the sixteen (16) parking meters located in front of the Commercial Airport
Terminal Building.
