We have received a request from Cun Ju Lin, representing Hibachi Buffet, Inc., for a Specialty Restaurant Beer and Wine alcoholic beverage sales license for Hibachi Buffet, to be located at 1901 South Broadway.  The license is proposed to be effective September 8, 2010.  The proper fee has been received.

The application lists Cun Ju Lin as the president. The Police Chief and Building Official have signed their approval of the request.

It is recommended that the Committee and Council approve the request of Hibachi Buffet, Inc. for a Specialty Restaurant Beer and Wine alcoholic beverage sales license for Hibachi Buffet at 1901 South Broadway, effective September 8, 2010.

Pursuant to the Code of Ordinances, we are requesting Committee and Council ratification of the following administratively approved requests:

a.                   Magic City Youth Baseball for a local permit to conduct raffles, October 28, 2010, at International Inn Convention Center (1505 North Broadway).

b.                  Minot Wrestling Booster Club for a local permit to conduct raffles, October 15, 2010 at Magic City Campus (1100 11th Ave SW).

c.                   Minot Catholic Schools Booster Club for a local permit to conduct raffles, October 20, 2010 at BRHS Gym (316 11th Ave NW).

d.                  Minot Catholic Schools Booster Club for a local permit to conduct raffles, October 20, 2010 at Herb Parker Stadium (500 University Ave W).

e.                   Minot Catholic Schools Booster Club for a local permit to conduct raffles January, 14, 2011 at Minot City Auditorium (420 3rd Ave SW).

f.                   Minot State Women’s Basketball for a local permit to conduct raffles on specific dates between August 26, 2010 and October 30, 2010 at Herb Parker Stadium (500 University Ave W).

g.                  Lillian and Coleman Taube Museum of Art for a local permit to conduct raffles, October 18, 2010 at Lillian and Coleman Taube Museum of Art (2 Main St. N).

h.                  Grand International Inn for an alcoholic beverage sales Special Event Permit for MADC Social, commencing on August 4, 2010, at 4:00 PM, and to expire at 6:30 PM on August 4, 2010, at Minot State University, Fisher Room (500 University Ave West).

i.                    Capri Bar for an alcoholic beverage sales Special Event Permit for 5th Annual Picnic, commencing on August 8, 2010, at 12:00 PM, and to expire at 1:00 AM on August 9, 2010, at Capri Bar (2030 Burdick Expressway East).

j.                    Sleep Inn and Suites for an alcoholic beverage sales Special Event Permit for MLT Company Picnic, commencing on August 5, 2010, at 5:00PM, and to expire at 8:00 PM on August 5, 2010, at Minot Roosevelt Park (1219 Burdick Expressway East).

k.                  Grand International Inn for an alcoholic beverage sales Special Event Permit for Central Power Outing, commencing on August 12, 2010, at 5:00 PM and to expire at 9:00 PM on August 12, 2010, at Valley View Falls (2705 Elk Drive).

p.                  Sevens Bar and Restaurant for an alcoholic beverage sales Special Event Permit for Business After Hours, commencing on September 23, 2010, at 5:00 PM, and to expire at 9:00 PM on  September 23, 2010, at Verendrye Electric (1225 Hwy 2 Bypass E).

The Police Chief reports his office has received a business plan on opening a teen dance hall at Oak Park Shopping Center. Night Owl Entertainment (Al Davies and Deangelo Halfacre) have sent a letter to the Police Department indicating they intend to open a non-alcohol dance hall on Friday and Saturday nights from 8:00 pm to 4:00 am. Their business plan reports they will cater to underage persons for the purpose of supplying a venue that does not exist in the area for young persons too young to enter alcohol establishments. Attached is the letter from Mr. Davies.
