FEMA Housing Information


  • Homeowners are responsible for the maintenance and winterization of all water pipes in or attached to their houses (water pipes owned by the homeowner). FEMA is responsible for the maintenance and winterization of all water pipes from the Temporary Housing Unit to the homeowner’s house (up to the point where the connection is made to water pipes owned by the homeowner).
  • Homeowners should have a professional plumber inspect their pipes and seek professional advice on how to best prevent freeze-up. 
  • If the water pipes that FEMA is responsible for freeze or are otherwise damaged, homeowners should call the FEMA maintenance telephone number (855-648-5554).
  • NDSU offers the following warnings about household pipes in winter:
    -Frost may freeze water in water lines under the floor or near the basement wall, causing pipes to rupture.
    -Water also can freeze in water lines in an unheated basement.
  • In order to keep basement pipes from freezing, NDSU recommends keeping the temperature in the basement above freezing throughout the winter and any other time when freezing temperatures occur.
