The City of Minot has many boards and committees that are composed of citizens of Minot. Below is a list of boards and committees that consist of members either elected by citizens or appointed by the Mayor and approved by the City Council on a periodic basis. Choosing an individual committee name will help you to view information regarding that committee including a list of current members and terms. You can provide information to let us fnow that you are interested in serving on certain boards, commissions or committees by submitting the Volunteer Form. Airport
PURPOSE Provide recommendations for Council consideration on the various phases of airport operations. APPOINTMENT, MEMBERSHIP, TERM The Mayor's Airport Committee shall be set up on a permanent basis. The Committee shall be appointed by the Mayor, consisting of seven persons, with a minimum of two alderman. Members of the Committee shall be appointed by the Mayor to serve two-year terms commencing on the date of the regular City Council Re-organizational meeting. PURPOSE Shall have the function of managing and operating the All Seasons Arena on an annual basis. The board shall have supervision over scheduling of all activities conducted within the arena and shall establish reasonable rules and regulations for the use of the premises by lessees. PURPOSE Hears and decides appeals from and reviews requirements and decisions made by an administrative official charged with the enforcement of the City of Minot Zoning Ordinances as amended. APPOINTMENT, MEMBERSHIP, TERM The Board shall consist of five members appointed by the Mayor and confirmed by the City Council. Terms shall be for three years. Appointments shall be made in such a manner that at least one term expires each year. Vacancies shall be filled for the unexpired term of the member whose place has become vacant by the appointing authority, which shall have the power to remove any member of the Board for cause after notice and hearing. PURPOSE To hear appeals from decisions of building officials regarding interpretations of the building code regulations. Applications for appeal may be made when it is claimed that the true intent of the code or other rules legally adopted thereunder have been incorrectly interpreted, the provisions of the code do not fully apply, or an equally good or better form of construction can be used. APPOINTMENT, MEMBERSHIP, TERM Board shall consist of five members appointed by the Mayor and approved by the City Council whose terms of office shall be so arranged that one term expires each calendar year, provided that, however, each member shall serve until his successor has been appointed and qualified. No person shall be appointed to the Board of Appeals except a registered or licensed engineer; a builder or superintendent of building construction with at least ten years of experience including five years of having been in responsible charge of work; or, a person who has like qualifications or experience. Appointed by the Mayor, for five-year terms, or until successor is appointed. APPOINTMENT, MEMBERSHIP, TERM Aldermen shall be elected by the qualified electors of the municipality; two from each of the seven wards; with a total number of fourteen aldermen. They shall hold office for four years and until their successors are elected and qualified. Terms shall be arranged so that only one half of the aldermen shall be elected in any one election. A candidate shall have first petitioned, with at least signatures of 10 percent of the number of votes cast in the ward for alderman in the last city election, to have his name placed on the ballot. The Mayor shall be elected at large and shall hold office for four years and until his successor is elected and qualified. SOURCE Chapter 40-08, NDCC. Civil Service Commission
PURPOSE To oversee and enforce the provisions of the personnel code (Chapter 24 of the City of Minot Code of Ordinances). Provides advice and counsel on matters pertaining to personnel management, at the request of the City Council. All rules and regulations recommended by the human resource director must be ratified by the commission before they have any force and effect. APPOINTMENT, MEMBERSHIP, TERM Members are appointed by the Mayor and confirmed by the City Council, for terms of five years and until a successor is appointed, qualifies and agrees to serve. A term commences to run on the date when the Council confirms the appointment. For good cause, and after prior notice and an opportunity to be heard, a member may be removed from office by three-fourths vote of the members of the City Council. PURPOSE It shall be the duty of the Community Development Committee to screen social service funding requests received from new organizations or for new projects. Beginning in 1995, each of the following existing social service agencies make their funding request directly to the City Manager for his determination as to what goes into the annual preliminary budget: Domestic Violence Crisis Center; Travelers Assistance; Companions For Children; Second Story; Status of Women; Council of the Arts (including Minot Symphony , City Band and Area Arts Council). APPOINTMENT, MEMBERSHIP, TERM This board is made up of five members of the City Council, said members appointed by the Mayor to terms of two years commencing on the date of the City Council Re-organizational meeting following the regular biennial municipal election. PURPOSE To promote, develop, invite and encourage all types of state, regional and national conventions to meet in the City of Minot. The organization shall assist convention groups in publicizing, promoting, planning and coordinating conventions or meetings. This organization will also work toward attracting tourists to this area. APPOINTMENT, MEMBERSHIP, TERM The Board of Directors of the corporation shall be comprised of nine members (which number may not be altered in the bylaws), appointed by the Mayor of the City of Minot, subject to confirmation by a majority of the entire City Council of the City of Minot. Three directors shall be selected by the Mayor from the membership of the Minot Motel Association, three from the membership of the corporation itself, two persons from the community at large, and one from the City Council. The terms of the members shall be for three years, expiring on December 31st, except for the member appointed from the City Council, whose term shall be one year, expiring December A director may be removed by a majority vote of all the members of the board (including in the computation as to whether a majority has been attained the director whose removal is sought), subject to confirmation by the City Council. Electrical Board
PURPOSE The board is the body to which any person feeling aggrieved under any interpretation by the Electrical Inspector of any of the provisions of the electrical code (Chapter 12 of the City of Minot Code of Ordinances) relating to electrical installation or construction, shall have the right to appeal. Any decision made by the board upon the technicalities of electrical installation shall be binding upon both the City Electrical Inspector and the individual filing the appeal. The Board will rule on questions of interpretation of the intent of the code, but will have no authority to abrogate, waive or change any requirement established by the electrical code. APPOINTMENT, MEMBERSHIP, TERM The Board shall consist of five members. The City Engineer shall be an advisor to such board. The members, to be appointed by the Mayor, shall be one master craftsman and one journeyman craftsman within the trade, and two people (lay members) not engaged in, or connected with any of such trades and a fifth member who may or may not be connected with such trade. PURPOSE Makes recommendations to the City Council on the following: financial matters (spending, revenue, borrowing, MIDA Bonds); special assessment projects; Finance Department items; Personnel/Civil Service items; Assessor's Department items; Recreation/Auditorium Department items; ordinances; financing of highway projects; social services; community development grant projects; annexations. APPOINTMENTS, MEMBERSHIP, TERM One of two standing committees of the City Council and is appointed by the Mayor to two year terms commencing on the date of the City Council Reorganization meeting following the regular biennial municipal election. PURPOSE To coordinate the efforts of the City Council and utility companies in establishing limited franchise to provide electrical service, telephone service, natural gas service, cable television and street lighting to the City of Minot. APPOINTMENT, MEMBERSHIP, TERM Appointed by the Mayor to two year terms commencing on the date of the City Council Reorganization meeting following the regular biennial municipal election. PURPOSE The Board is the body to which any person feeling aggrieved under any interpretation by the Mechanical Inspector of any of the provisions of the heating, ventilating and air conditioning code (Chapter 17 of the City of Minot Code of Ordinances) relating to installation or construction, shall have the right to appeal. Any decision made by the Board upon the technicalities of heating, ventilating and air conditioning installation shall be binding upon both the City Mechanical Inspector and the individual filing the appeal. The Board will rule on questions of interpretation of the intent of the code, but will have no authority to abrogate, waive or change any requirements established by the heating, ventilating and air conditioning code. It shall also be the duty of the Board to examine all applicants for a master and journeyman installer's licenses. The examination shall be based upon a technical and practical examination to be determined by the board. Upon successful examination the board shall issue a certificate of competency to engage in the business of installing, operating, repairing and maintaining heating, ventilating and air conditioning systems. APPOINTMENT, MEMBERSHIP, TERM Appointed by the Mayor, the Board shall consist of four members. The City Engineer shall be an advisor to the board. Members shall be one holder of a city master HVAC (heating, ventilation and air conditioning) installer license, one holder of a city journeyman HVAC installer license, and two persons having no connection with the HVAC trade who shall be referred to as lay members. The term of office shall be two years, and terms shall be so arranged that the terms of one lay member and one other member expire each year. PURPOSE To aid in the planning, undertaking and carrying out of housing authority projects in the City of Minot. APPOINTMENT, MEMBERSHIP, TERM Appointed by the Mayor for five year terms. A Commissioner shall hold office until a successor has been appointed and has qualified. Public housing agencies are now required to have not less than one member of the board who is directly assisted by the public housing agency. SOURCE Chapter 23-11, North Dakota Century Code. PURPOSE Created to improve communications, search for ways to provide services cooperatively, and to provide for a decreased tax burden for City of Minot and Ward County citizens. APPOINTMENT, MEMBERSHIP, TERM Two members of City Council appointed by the Mayor for a 2-year term commencing on the date of the regular City Council Reorganization meeting. Other members include two members of the Ward County Commission, two members of the Minot Park District, and two members of the Minot Public School District. Chairmanship and staffing rotated between the City and County annually. Library Board
The Minot Public Library Board meets on the fourth Thursday of each month at 12:10 PM, unless meeting is rescheduled. The meetings are open to the public. A tentative agenda is available one week prior to the meeting. Meetings are held in the Conference Room. PURPOSE To adopt rules and regulations relating to the duties of the Board and for the management of the library. To control the expenditures of the library fund. To supervise library property. APPOINTMENT, MEMBERSHIP, TERM The governing body of the municipality shall appoint five directors who must be residents of the city, one of whom must be a member of the City Council or designated representative. Three-year terms (or until successor is named), with no more than two consecutive terms after which an interval of one year must elapse before the same member is re-appointed. PURPOSE To advise the City Council on matters pertaining to alcoholic beverage licenses, matters pertaining to games of chance and rules and regulations pertaining to alcoholic beverages. APPOINTMENT, MEMBERSHIP, TERM Appointed by the Mayor to two year terms commencing on the date of the City Council Reorganization meeting following the regular biennial municipal election. PURPOSE Forty percent of the 1% sales tax, which was passed by the people of Minot on May 1, 1990, has been dedicated for use in economic and industrial development. The fund accumulated for this purpose is known as the MAGIC Fund. The primary purpose of the fund is to create new jobs, save existing jobs, expand the local tax base, increase capital investment, improve the entrepreneurial climate of the region, and generally to expand the primary sector financial base of the area. "MAGIC" Funds are available to provide temporary or permanent financing of any business cost related to the relocation and/or establishment of a new business, or the expansion of an existing business. APPOINTMENT, MEMBERSHIP, TERM The MAGIC Fund Committee is appointed by the Mayor and confirmed by the City Council. The committee structure provides that there be a representative from the financial community, one professional representative, one trade area representative, two labor representatives and two business representatives. Members will be appointed to three year terms with a maximum of two consecutive terms with the first members of the committee being appointed to staggered terms. Individuals who have served the maximum of two consecutive terms may serve again on the committee providing one term of two years has intervened between the time they complete their service on the committee and the time that they are re-appointed. PURPOSE To promote understanding of the various problems of the senior citizens and elderly in the City; to promote and implement various programs to help meet the needs and solve the problems of senior citizens including transportation of the elderly and disabled and meals-on-wheels; to accept contributions of cash, materials, pledges, machinery or any other type of gift or contributions for the purpose of promoting programs and solving the problems of senior citizens and elderly persons in the City of Minot and surrounding area. APPOINTMENT, MEMBERSHIP, TERM There shall be fifteen directors appointed by the Mayor. The term shall be three years, or until the successor has been appointed and qualified. Municipal Limited Parking Authority
PURPOSE To exercise powers granted by Chapter 40-61 of the NDCC relative to the operation, maintenance, management, regulation, construction, reconstruction, and improvement of the municipal parking system. APPOINTMENT, MEMBERSHIP, TERM The City Council shall be the appointing authority; the Board shall consist of five members, appointed for five-year terms. The members of the Authority shall be property owners within the benefited areas and two members shall be guarantors of the bonds of the authority if any have been issued and guaranteed by property owners. If the authority has not issued bonds or if property owners have not guaranteed said bonds, then two members may be appointed at large. The Municipal Limited Parking Authority was established by resolution of the City Council date June 30, 1972. Municipal Port Authority Board
PURPOSE A port authority may operate a port that includes all real and personal property, structures, machinery, equipment, and appurtenances or facilities that are part of the port or used or useful in connection with the port either as facilities for the convenience or handling equipment, passengers, and freight or as part of port or port facilities operation. In the process of operating a port, a port authority may:
APPOINTMENT, MEMBERSHIP, TERM A municipal port authority is created by resolution of its governing body which is authorized to exercise its functions upon the appointment and qualification of the first commissioners of the authority. The governing body by resolution may determine to exercise any of all powers granted to the authority in Chapter 11-36 of the North Dakota Century Code until the powers have been conferred upon a port authority. Upon adoption of a resolution creating a municipal port authority, the governing body of the municipality shall appoint, pursuant to the resolution, five persons as commissioners of the port authority. The commissioners who are first appointed are designated to serve for terms of one, two, three, four and five years, respectively, but thereafter, each commissioner must be appointed for a term of five years, except that vacancies occurring otherwise than by expiration of the term must be filled for the unexpired term by the governing body. PURPOSE To govern the efficient operation of the City of Minot park system. APPOINTMENT, MEMBERSHIP, TERM The members shall be elected by the qualified electors of the park district for four year terms. The board shall consist of five members and shall be elected at the regular city elections. Vacancies shall be filled by the board until the next regular election of members thereof at which time such vacancies shall be filled by election for the unexpired term. PURPOSE Consult and advise with public officials and agencies, public utility companies, civic, educational, professional and other organizations, and with citizens relative to the carrying out of planned development of the city and surrounding area. To recommend to the appropriate officials, from time to time, programs for specific improvements and for the financing thereof. Mayor appoints ten members representing the City of Minot for terms of five years, or until their successor is named. The Board of County Commissioners shall appoint the county representatives. PURPOSE The Board is the body to which any person may appeal any interpretation of intent of the plumbing code (Chapter 26 of Code of Ordinances) by the Plumbing Inspector relating to plumbing installation or construction. Any decision made by the Board upon the technicalities of plumbing installation shall be binding upon both the City Plumbing Inspector and the individual filing the appeal. The Board has no authority to abrogate, waive or change any requirements established by the plumbing code. The Board shall consist of four members appointed by the Mayor; the City Engineer shall be advisor to the Board. Members shall consist of one master craftsman and one journeyman craftsman and two people not engaged in or connected with any such trades. PURPOSE Makes recommendations to the City Council on the following: Public Works Department items (sewer, water, street, sanitation, bus, cemetery, shop); Police Department items; Fire Department items, highway project design approval; traffic matters; inspection and general licensing matters; housing ordinances; zoning and subdivision (street closing, etc.). APPOINTMENT, MEMBERSHIP, TERM One of two standing committees of the City Council and is appointed by the Mayor to two year terms commencing on the date of the City Council reorganization following the regular biennial municipal election. PURPOSE To provide, maintain and conduct playgrounds, community centers, recreation centers, and other recreational and character building areas, structures, facilities and activities for the citizens of the municipality, and to operate and manage the Municipal Auditorium. Appointed by the Mayor, for three-year terms. There shall be at least five members but not more than nine; one member from the Park Board, one from the School Board and one member of the City Council.

PURPOSE To develop and review all applications and/or proposals for help from the Renaissance Zone legislation. APPOINTMENT , MEMBERSHIP, TERM The board will be composed of nine members appointed by the Mayor and approved by the Minot City Council. Board appointments will be considered from the following areas of interest: two at-large members from the private sector; two representatives from the financial sector; and one representative from each of the following: Minot Housing Authority, Minot area Council of the Arts, Minot Board of Realtors, Downtown Business and Professional Organization and the Minot Association of Builders. In order to provide that only three members of the committee be re-appointed or replaced each year, the terms for members of this board will be: three members for one year (expire January 2003); three members for two years (expire 2004); and three members for three years (expire January 2005). PURPOSE The Commission is vested with the power and the authority to fix and determine not only the benefits but the amount of the assessment each property owner should be required to pay, subject to the statutory review by the governing body provided for by state statutes. APPOINTMENT, MEMBERSHIP, TERM The Mayor is the appointing authority, subject to the confirmation of the governing body; the member having the shortest term to serve shall act as chairman; no member shall hold any other municipal office while serving as such member; each appointment shall be for six years.
