 City of Minot Requests for Sealed Bids

The City of Minot, North Dakota is requesting sealed bids for salvageable items, located within structures that were purchased by the City for the flood control project.

Each bid must include either 1) the entire bid amount or 2) a five (5) percent bidders bond, in a separate envelope attached to the bid envelope.  Cashier checks, bidder bond, or cash are acceptable.  Any outstanding balance must be paid within five (5) days of highest bid award.

Items will be sold as-is with no guarantee or warranty to their condition or soundness.

Items are being sold as a package, not individually.  The winning bidder acquires rights to all advertised salvageable items within the structure at the designated address.

Items must be removed at winning bidder’s expense, within 10 business days of bid award.  Items left beyond timeframe are considered forfeited and subject to demolition with the structure.  Exceptions require City approval.  Access to structures shall be coordinated through the City of Minot Property Maintenance department and winning bidder shall ensure structure remains secure upon departure.  Debris and/or damage created by item removal shall be the winning bidder’s responsibility.

Structures will be open & available to view on Tue, Mar 19th, 2019 from 10:00 AM to noon.  City staff will not be present at all structures.  This will be the only viewing opportunity.

All envelopes must be sealed, and the face of the envelope shall be clearly marked “City Property for Sale” with the address of the items being bid on and name/phone number of bidder.  Any bidder may bid on more than one structure, however only one bid may be submitted per envelope.  All bids must be submitted as follows:

Bids will be opened on Tue, Mar 26th, 2019 at 11:30 a.m. in the City Council Chambers at City Hall (515 2nd Ave SW, Minot, North Dakota).  Any bids received after the deadline will be returned unopened.

The City of Minot, North Dakota is requesting sealed bids for structures, to include homes, for sale that were purchased by the City within the footprint of the flood control project.

Structures will be sold as-is with no guarantee or warranty to their condition or soundness.  Those designated with “**” have lead-based paint or asbestos hazard information available.

Each bid must include a five (5) percent bidders bond in a separate envelope attached to the bid envelope.  Acceptable will be cashier checks, bidder bond, or cash.  Any outstanding balance must be paid within fifteen (15) days of highest bid award.

Homes, garages, and commercial structures to be moved require a ten-thousand dollar ($10,000) performance bond posted with the City within ten (10) days of award of being the highest bidder. Sheds do not require a performance bond.

Land is not included as part of this auction.  Structures must be removed and relocated outside the 2011 flood inundation area at winning bidder’s expense.  Winning bidder must provide destination address, obtain any necessary moving permits and coordinate removal plan through City of Minot property maintenance within 30 days of bid opening.  Debris and/or damage created by structure removal shall be the winning bidder’s responsibility.  Structures shall be removed from city land within 120 days from bid opening.  Exceptions require City approval.  The City reserves the right to demolish structures left in place beyond the deadline, and demolition of basement/slab is City responsibility.

All structures moved must follow jurisdictional ordinances and zoning codes in place at the permanent location of the structure.  Structures remaining in the City of Minot’s jurisdictional boundaries require a certificate of occupancy be issued within six months of bid.

The following is a list of structures available to the highest bidder.  Detached garages and sheds are considered separate items that require an independent bid from the home structure.  Home and commercial-type structures have a minimum bid based on availability and assessed tax value.  Sheds and garages have no minimum bid price.
