MAGIC CITY DISCOVERY CENTER DOD DCIP PROGRAM (G&A021)
During the June 23rd City Council meeting, the Council authorized Magic City Discovery Center to apply for the Department of Defense Program “Defense Community Infrastructure Pilot” (DCIP) using the City of Minot as a pass-through entity. The language in the grant application specifies that the local agency is responsible for cost overruns. In this case, the City of Minot is the applicant and would be responsible for cost overruns. We feel that this can be managed through language included in a sub-recipient agreement with MCDC that would make it clear that MCDC would be responsible for all costs associated with the project. If the grant is funded, we would bring the required Grant Agreement for Sub-award back to council for approval.
It is recommended the City Council include language in the grant application relating to assurances included in the Budget Justification section of the grant application. (The proposed language is included on page 32 of the attached grant application.)
